COLLABORATION WITH OTHER AGENCIES
|
The Bureau is presently networking and collaborating with the Cumberland County Mental Health Department, E. Newton Smith Public Health Center and NC DHHS Region V Office, referring MSM of African Descent to each on a regular basis.
The Fayetteville Urban Ministry and St. Paul Education Center assist the Bureau’s MSM of African Descent indigent client’s/contacts with food, clothing, etc.
The Bureau, HUGGS and Cape Fear Home Health and Hospice networks and collaborates on a regular basis concerning HIV/AIDS, MSM of African Descent clients/contacts.
The Bureau has set up a referral system with numerous homeless shelters and adult care facilities for MSM of African Descent clients/contacts with substance abuse problems, those living with HIV/AIDS, and those highest at risk for contracting HIV/AIDS, Syphilis and other Sexually Transmitted Diseases.
The Bureau is presently networking and collaborating with the Region V Community Planning Group concerning strategic plans to reach Persons of African Descent who are MSM, (closeted bisexuals/down low men.)
The Bureau is presently networking and collaborating with other Community–Based Organizations and AIDS Service Organizations that are conducting outreach, but are not funded under this African American Men at Risk Initiative.

NARRATIVE PROGRESS TOWARDS GOALS

Goal: An eleven (11) month needs assessment to reach out to men having sex with men of African Descent, focusing upon bisexual and down low men, who do not consider themselves “gay” in the traditional sense and are opinion leaders in their community.

The focus will be upon bisexual/down low men in gay bars, juke joints, bookstores and other settings where targeted population assemble.
|
 |
Street contact will be conducted in peek bar hours periodically on weekends.
|
 |
All contacts will receive safe and safer sex education, need for HIV testing and information where they may receive additional safe and safer sex education, mental health assistance, and other social needs as applying to each contact personally.
|
 |
Additionally, we will seek to obtain data through an outreach strategist as to how to most effectively do outreach within this community. This data is needed, because this particular community is not normally targeted as an isolated community, but as part of the “heterosexual” or “homosexual” community, depending where contact is made.
|

Developing effective outreach to the bisexual community will allow us to educate this population, learn how to do outreach within the community and thereby lower the number of STD and HIV infections within this community and subsequently lowering the number of female and male STD infections that would normally be transmitted by bisexual/down low men.

OBJECTIVE 1: INDIVIDUAL
|

One on one contact with MSM of African Descent who are sexually active within the heterosexual and homosexual communities (bisexual/down low men). Contact will be made in gay bars, juke joints, bookstores, crack houses, liquored/ bootlegger houses, and shooting galleries, along with other frequented settings. OraSure HIV Antibody Counseling and Testing will be made available to all contacts along with condoms, and hopefully bleach and water kits for MSM of African Descent, who are injectable drug users. This initiative will be held over an eleven-month period, with a goal to reach not less than one hundred (100) contacts. It is hopeful that this will increase our counseling and referral services.

During the first three (3) quarters, the Bureau’s Macho Men’s Initiative conducted nontraditional evening and late night street outreach in Cumberland County, primarily in MSM of African Descent hangouts, i.e., Bragg Blvd. strip (approximately a twelve [12] block area in the middle of Bragg Blvd. Cross-dressing is also common in this area.) This area is where military and civilian heterosexual orientated men who have sex with men, who do not identify themselves as “gay” frequent. The Spectrum (A local gay bar on Bragg Blvd. strip, open seven [7] days per week from 8:00 p.m. until 2:00 a.m.) where a large segment of the closeted bisexual/down low men cruise, where heavy alcohol and drug abuse prevail; Adult Bookstores on Bragg Blvd. strip, where there is free sex and sex for money – these businesses are open twenty–four – seven (24/7), and also have a high exchange of sex for drugs. Also, the people of African Descent heterosexual “juke joints” (clubs), crack houses/bootlegging houses, and shooting galleries one–on–one street outreach is conducted in a very sensitive manner to closeted bisexual/down low men who do not consider themselves “gay.”

The Bureau’s contractual staff Mr. Anthony Daniels, Planning Strategist, Dr. Thomas Koonce III, Needs Assessment Coordinator, along with Administrator, Mr. Ashley Rozier, II worked collectively in a very sensitive manner with the closeted bisexual/ down low community in producing a brochure in a nonjudgmental, sensitive, and “down low manner” named Be Safe ! Respect Your Partner ! Protect The Blood ! Respect Your Loved One ! This brochure has assisted in educating the closeted bisexual/down low man about HIV/AIDS, Syphilis and other Sexually Transmitted Diseases. Also, it has encouraged our contacts to receive more counseling and testing. This has encouraged our targeted population to work with the Bureau to develop a risk reduction plan. This brochure was accomplished through individual and group sessions with this targeted population. Also, Ms. Myra Allen, North Carolina HIV/ STD Prevention and Care Branch Representative was instrumental and innovative in providing technical assistance.

OBJECTIVE 2: COMMUNITY

The Bureau will conduct a block party/street rally (independently funded) in communities where MSM of African Descent who are sexually active within the heterosexual and homosexual communities (bisexual/down low men) resides. This block party will be conducted early in the initiative in order to create an air of awareness of the Macho Men’s Initiative in the Greater Cape Fear Region. OraSure HIV Antibody Counseling and Testing will be made available to all attending this event. Condoms and educational materials will be distributed to various attendees.

OBJECTIVE 3: GROUP

The Bureau will identify the gatekeepers of the MSM of African Descent who are sexually active within the heterosexual and homosexual communities (bisexual/down low men), and the organization will also conduct a small group meeting of ten (10) or so (independently funded) to more directly identify and contact not less than one hundred (100) MSM of African Descent who are sexually active within the heterosexual and homosexual communities (bisexual/down low men) who have sex with women of childbearing age. It is hoped that subsequently lowering the number of females and males STD infections that would normally be transmitted by these MSM of African Descent who are sexually active within the heterosexual and homosexual communities (bisexual/down low men).

The Bureau has conducted a risk assessment to empower opinion leaders within the MSM of African Descent and who are bisexual/down low, that do not consider themselves “gay” to take control of their density. These opinion leaders assist the Bureau in identifying this targeted population. The Bureau has identified these individuals via its current aggressive nontraditional late night and weekend out reach efforts. The agency has exceeded in reaching the one hundred (100) closeted bisexual and down low men of African Descent.

Between December 2002 and January 2003 the Bureau will conduct a “Video Rap Group Session” with MSM of African Descent (bisexual/down low MSM of African Descent). This group is unique in that these down low men, are open with their sexuality, which is most un–ordinary within this group. These men are open, in part, due to the trust they developed through the Bureau’s risk assessment and outreach efforts.

The E. Newton Smith Public Health Center, Cumberland County Mental Health Department and NC DHHS Region V Office provides an excellent service in working with the Bureau in its outreach, counseling, testing and referral efforts.

There needs to be more educational information targeting MSM of African Descent, bisexual/down low communities.

There is a need for more condoms.

There is a need for more protective measures for anal oral sex (“tossing the salad” or “rimming”).

There is a need for more counseling and therapy for MSM of African Descent and particularly down low men due to the fact of their violent behavior towards openly gay persons.
There is a need for needle exchange for MSM closeted bisexual/down low men who are injectable drug users.

There is a need for more funding to employ more individuals indigenous and culturally sensitive to the population.
